Committees of the Board of Commissioners
The President shall appoint two Commissioners, one Chair and one member, to each of the Committees of the Board. Such appointments shall be affirmed by a majority of the Board of Commissioners. Terms shall be for two years commencing with the second meeting in January of the year following a municipal election year, unless changed by the President with consent of a majority of the Board of Commissioners.
General Administration Committee: (Eichenberg, Chair and Conrad)
The General Administration Committee has oversight over the Township Manager, his/her activities and functions, personnel of the central administrative offices of Lower Macungie Township, and all matters pertaining to the conduct and procedures of Board of Commissioners. The following Boards and Commissions report to the General Administration Committees: Vacancy Board; Pension Committee; Workers Safety Committee; Library Board*.
Public Works and Facilities Committee: (Lancsek, Chair and Reis)
The Public Works and Facilities Committee shall have the responsibility for oversight of the water service, sewer service and the roads and highways of the Township. This Committee shall further have responsibility for the Township garages, grounds use for storage of highway supplies and all equipment purchased for highway use. The Committee shall have operational control of all grounds and buildings used for public recreational purposes. Township recreation programs shall be under direction of this Committee, which shall also coordinate other recreational programs having use of Township facilities. The Parks and Recreation Committee shall have oversight of the pool manager and pool-related personnel including but not limited to, lifeguards. The following Boards and Commissions report to the Public Works and Facilities Committee: Parks and Recreation Board; Camp Olympic Steering Committee; Historical Commission; Environmental Advisory Committee.
Planning and Zoning Committee: (Brown, Chair and Lancsek)
The Planning and Zoning Committee is responsible for reviewing and recommending updates to the Lower Macungie Township Comprehensive Plan, Zoning and Land Use Ordinance, Subdivision and Land Development Ordinance (SALDO), Official Zoning Map, and Property Maintenance Code. The Committee shall review findings of the Planning Commission and make recommendations to the Board of Commissioners on such findings. The following Boards and Commissions report to the Planning and Zoning Committee: Planning Commission; Building Code Board of Appeals, Agricultural Advisory Committee; Zoning Hearing Board*; Traffic Impact Advisory Committee*.
Budget and Finance Committee: (Conrad, Chair and Eichenberg)
The Budget and Finance Committee has oversight responsibility for the preparation, presentation, revisions and completion of the annual budget, estimate of revenues and expenditures for each ensuing year, and for compliance with mandatory submissions to the Department of Community and Economic Development in accordance with procedures established by the Pennsylvania First Class Township Code. The Committee recommends the rate of tax or taxes required to be levied to meet the proposed expenditures. The Committee also reviews all bills on the bill list submitted to the Board of Commissioner for approval and has oversight of spending in compliance with budgeted categories. The following Boards and Commissions report to the Budget and Finance Committee: Audit Advisory Committee.
Public Safety Committee: (Reis, Chair and Brown)
The Public Safety Committee shall have the oversight responsibility of all public safety issues, fire apparatus, emergency care, ambulance, police and other equipment placed in charge of said Committee by proper action of the Board of Commissioner, owned by the Township as well as advisory supervision of all such apparatus owned by the respective fire companies operating within the Township, as well as the ambulance service, and supervision of operations. The Committee shall have responsibility for oversight of the personnel in the Fire Department and Ambulance Corps. The following Boards and Commissions report to the Public Safety Committee: Emergency Management Organization; Public Safety Commission.
*Note: The Zoning Hearing Board, Traffic Impact Fee Advisory Committee and Library Board are all legally sanctioned independent bodies. The Board of Commissioners included them in these Committee descriptions for illustrative purposes only and to show that there is a tangential relationship. It is the desire of the Board to encourage increased communications between these bodies on issues of mutual concern to the extent feasible and legal.
